		<description>You're absolutely right, Les.   The requirements of the ballot determine the outcome.  And that result may differ from what the casual observer might think it should be.  And I've seen contests in the past where a speaker was disqualified for not staying within the time requirements, and many in the audience could not understand why the speaker was not in the top three because the disqualification was announced.  There are many factors involved, and a lesson to be learned is not to be too quick in criticizing the work of the judges.</description>
